In return, Russia, (also the United Kingdom, and the United States) promised that they would not attack Ukraine. This explains Ukraine’s reluctance to take any promises from Putin at face value.
Didn’t Ukraine have more nuclear weapons than anyone not so long ago? Why so weak now?
